This special release presents data on residential building construction statistics from approved building permits in NCR PO IV (Caloocan, Malabon, Navotas and Valenzuela) for the second quarter of 2019. Figures are based on the preliminary results of the tabulated data from collected building permits.
The total number of approved building permits of residential building construction in NCR PO IV (CAMANAVA) was recorded at 724 during the second quarter of 2019. This number represents an increase of 18.69 percent compared with the 610 in the same quarter of 2018. On the other hand, total value of residential construction projects during the second quarter of 2019 went up by 12.29 percent to PHP992.75 thousand from PHP884.07 thousand of the same quarter in 2018.
Across the country, NCR PO IV (CAMANAVA) contributed 2.26 percent to the total number of approved building permits of residential construction and 1.56 percent to the total value of residential construction projects during the second quarter of 2019.
Table 1 presents the total number, floor area and value of residential building construction in NCR PO IV (CAMANAVA) for the second quarter of 2019 and 2018.
Number of Residential Building Construction Increases by 18.69 percent
During the second quarter of 2019 residential type of constructions statistics in the City of Caloocan went up by 35.22 percent to 311 from 230 reported during the same period of 2018. Respectively in the Cities of Malabon, Navotas and Valenzuela went up by 6.94, 32.81, 2.87 percent in that order or to 77, 85, 251 from 72, 64, 244 residential type of construction projects reported in the second quarter of 2018.
Figure 1 shows the comparison in the number of residential building construction of approved building permits by city in NCR PO IV (CAMANAVA) during the second quarter 2019 and 2018.
Value for residential building construction increases by 12.29 percent
Likewise, during the second quarter of 2019 the value of residential type of construction statistics in the City of Caloocan went down by 11.96 percent to PHP 394.34 thousand from PHP447.92 thousand reported during the same period of 2018. While in the City of Malabon an increase of 16.39 percent to PHP134.82 thousand from PHP115.83, in Navotas City a decreased of 15.10 percent to PHP48.47 thousand from PHP57.10 thousand and an increased of 57.70 percent to PHP415.11 thousand from PHP263.23 thousand in Valenzuela City during the same period of 2018.
Figure 2 shows the comparison in the value of residential construction of approved building permits by city in NCR PO IV (CAMANAVA) during the second quarter 2019 and 2018.
Residential Construction in Caloocan City dominated all other cities in the NCR PO IV (CAMANAVA)
Among the Cities in NCR PO IV (CAMANAVA) residential building constructions, in the City of Caloocan recorded the most number of projects with 311 representing 16.98 percent of the total number of residential construction in the National Capital Region. Total value of the construction for this type amounted to PHP 394.34 thousand contributed 1.49 percent across the National Capital Region during the second quarter of 2019.
Figure 3 shows the percentage distribution of the number and value of residential construction by city in NCR PO IV (CAMANAVA) for the Second quarter of 2019.
Navotas City registers the highest Average Cost per square meter of residential building construction
During the second quarter of 2019 Residential building construction had an average cost of PHP8.26 per square meter and an average floor area of 166.05 square meters per residential building construction. The average cost per square meter went down by 5.79 percent compared to the average cost in the same quarter of 2018.
Among the cities in NCR PO IV (CAMANAVA), Navotas City registered the highest average cost PHP9.48 per square meter and an average floor area of 60.13 square meters per residential building constructions during the second quarter of 2019.
Figures 4 shows the average cost per floor area of residential building construction by city in NCR PO IV for the second quarter of 2019.

Scope and Coverage
Private construction statistics from approved building permits relate to new constructions and additions, alterations and repairs of existing residential and nonresidential buildings and other structures undertaken in all regions/provinces of the country. Presented in this special release were data from NCR PO IV (CAMANAVA).
Source of Information
Data are taken from the original applications of approved building permits collected by PSA field personnel from the Offices of Local Building Officials.
Limitations:
Data on private building constructions refer to those proposed to be constructed during the reference period and not to construction work completed during the reference period.
The completeness of the number of building permits collected relies on the approval of applications filed with the Office of Local Building Officials (LBOs). Hence, private building constructions without approved building permits are excluded in the tabulation of data.
Definition of Terms:
Building Permit - A written authorization granted by the Local Building Official (LBO) to an applicant allowing him to proceed with the construction of a specific project after plans, specifications and other pertinent documents have been found to be in conformity with the National Building Code (PD 1096).
Building - Any independent, freestanding structure comprised of one or more rooms or other spaces, covered by a roof and enclosed with external walls or dividing walls, which extend from the foundation to the roof.
Construction - All on-site work done from site preparation, excavation, foundation, assembly of all the components and installation of utilities and equipment of buildings/structures.
Residential Building - A building for which its major parts or more than half of its gross floor area is built for dwelling purposes. This type of building can be of the single type, duplex, an apartment and/or accessoria, residential condominium and other residential.
Single House - A complete structure intended for a single family or household, i.e. bungalow, 2-storey house, nipa hut.
Duplex - A structure intended for two households, with complete living facilities for each; it is a single structure divided into two dwelling units by a wall extending from the floor to the ceiling.
Apartment - A structure, usually of two storeys, made up of independent living quarters, with independent en-trances from internal walls and courts.
Accessoria - A one or two-floor structure divided into several dwelling units, each dwelling unit having its own separate entrance from the outside.
Residential Condominium - A structure, usually of several storeys, consisting of multiple dwelling units.
Other residential constructions - Consist of school or company staff houses, living quarters for drivers and maids and guardhouses.
Floor Area of Building - The sum of the area of each floor of the building measured to the outer surface of the outer walls including the area of lobbies, cellars, elevator shafts and all communal spaces in multi-dwellings. Areas of balconies are excluded.
Total Value of Construction - The sum of the cost of building, electrical, mechanical, plumbing and others. The value is derived from the approved building permit and represents the estimated value of the building or structure when completed.
