Taguig City – 09 December 2024 – The Philippine Statistics Authority (PSA) and the Department of Social Welfare and Development (DSWD) successfully hosted the World Bank’s field visit to observe the integration of the Pantawid Pamilyang Pilipino Program (4Ps) with the National ID System through registration and authentication activities. The event was held at the Lakeshore Activity Center on December 9, 2024, and showcased the National ID’s role in enhancing program delivery and inclusivity.

The PSA National ID team arrived early to set up the registration and authentication booths in preparation for the activity, which commenced at 12:30 PM for the 4Ps beneficiaries. The formal program began at 2:00 PM. Miss Vilma Cabrera, DSWD Undersecretary for National Household Targeting System and Pantawid Pamilyang Pilipino Program delivered her welcome remarks, Usec. Cabrera emphasized the importance of the activity in strengthening collaboration to ensure efficient service delivery to 4Ps beneficiaries.

DSWD Assistant Regional Director for Operations in NCR Mr. Bienvenido Barbosa presented an overview of the 4Ps program, providing updates on PhilSys registration and authentication status, challenges, and future plans. Deputy National Statistician of PSA Ms. Rosalinda Bautista then delivered a briefing on the PhilSys implementation progress, key challenges faced, and strategies moving forward.

World Bank representatives, led by Mr. Zafer Mustafaoglu, Country Director for the Philippines, Malaysia, and Brunei, and Mr. Sangbu Kim, Vice President for Digital Transformation, delivered inspiring messages, highlighting the significance of digital tools like PhilSys in improving transparency, accessibility, and efficiency of social protection programs.

Taguig City Mayor Lani Cayetano, through her representative Councilor Marisse Balina-Eron, Chairperson of the Committee on Women, Children, and Family Relations, expressed her support for the initiative. In her message, Mayor Cayetano emphasized the importance of ensuring that every Filipino, especially the vulnerable, has access to essential services and opportunities. She highlighted the power of collaboration between DSWD, PSA, and international partners in achieving the common good. Mayor Cayetano extended her gratitude to DSWD and PSA for their hard work and commitment, and to everyone who contributed to making the program a success.

The session transitioned into a Question and Answer (Q&A) segment, where participants clarified key points on the integration of PhilSys with the 4Ps program.

The observation activity followed, where Mr. Richard O. Lunar, Information Systems Analyst I of PSA-PhilSys, provided a detailed demonstration of the National ID authentication process and Step 2 Registration workflow. World Bank delegates also interacted with 4Ps beneficiaries to gain insights into their experience with the PhilSys registration and authentication process.

To conclude the activity, a photo opportunity was held, marking the successful collaboration between PSA, DSWD, and the World Bank. The event underscored the critical role of PhilSys in streamlining the delivery of government programs like 4Ps, ensuring no Filipino is left behind in the journey toward digital transformation and inclusive development.
