The Philippine Statistics Authority (PSA) NCR-Provincial Statistical Office (PSO) II has joined the nationwide rollout for registration and ePhilID issuance services for children aged one (1) to four (4) years old, the implementation was initiated on 12 February 2024 in Quezon City and Marikina. In accordance with Republic Act 11055, also known as the Philippine Identification System Act, its primary purpose is to provide valid proof of identity to all citizens and resident aliens of the country, thus emphasizing its commitment to inclusivity.
The process involves a registered parent/guardian accompanying the minor by visiting PhilSys registration centers to present supporting documents of the child containing full name, date and place of birth and name of parents. Following that, demographic information and a front-facing photograph of the child shall be collected, and authentication is performed by scanning biometric details of the child's parent or accompanying guardian linking the PhilSys Number (PSN).
Moreover, the parent or guardian must be registered with the PhilSys to ensure the successful linking of the PSN to the child’s information. Furthermore, the child must undergo renewal to initially update his/her demographic and complete biometric information at the age of five (5) this also requires an accompanying parent or guardian to ensure the correctness of the child’s demographic information.
In the absence of the child's parent, a guardian must accompany the child throughout the registration process; s/he must provide a PhilID/ePhilID along with the following supporting documents that will serve as proof of his/her relationship with the child:
a. Authorization letter executed by the parent of the child stating that s/he allows the linking of guardian’s PSN to the child’s info;
b. PSA/LCRO – issued Certificate of Live Birth;
c. Death Certificate if both parents were deceased;
d. Agency ID in case the child is under the care of an institution.
After the registration, ePhilID can be generated and can be used for of transactions like opening bank account for the child, and passport application.

PSA NCR PSO II also conducts mobile registration in barangays of Quezon City and City of Marikina.
