The Philippine Statistics Authority (PSA) through NCR-Provincial Statistical Office (PSO) II, launched Rehistro Bulilit on 27 August 2024 at Barangay Socorro Hall in Quezon City.

The Rehistro Bulilit is a campaign aimed to register children aged 1 to 4 years old for the National ID.  PSA Undersecretary Claire Dennis S. Mapa, said the initiative has two objectives: (a) to register more Filipino children and (b) to ensure continue mass registration at the community-level ensuring that every Filipino will be eventually registered in the National ID system.

“The registration of children ages 1-4 years old in the National ID is part our commitment in making the National ID inclusive. We will continue to create venues for National ID registration such as Rehistro Bulilit through the support of local government units and other stakeholders. Anuman ang edad ay sama-sama tayo sa Makabagong Pilipinas,” he said.

Registered parents or guardians shall accompany their children during the registration and present supporting documents of the child containing full name, date and place of birth and name of parents. Following that, demographic information and a front-facing photograph of the child shall be collected, and authentication is performed by scanning biometric details of the child's parent or accompanying guardian.

Upon the age of 5, biometric information will be captured including updated front-facing photograph, iris scan, and fingerprints.

To make children feel comfortable during registration, Rehistro Bulilit featured colorful balloons, tokens, and fun video clips for the kids. Throughout the registration period, a total of 52 children aged 1 to 4 were successfully registered and 1 child received his printed paper-based electronic PhilID (ePhilID) and assisted in checking the availability of Digital National ID on (national-id.gov.ph). On the other hand, 23 individuals aged 5 and up were registered during the activity.

As of 28 June 2024, 45,687,852 printed ePhilID and 55,311,590 National ID cards have been sent out to 88,429,175 Filipinos who had successfully registered for the National ID system.
