Third Level Training of the 2023 Updating of the List of Establishments (ULE) with 2022 CAF for Non-Households, 24 to 29 April 2023 The Philippine Statistics Authority (PSA) granted clearance to conduct of the 2023 Updating of the List of Establishments (ULE). The statistical activity aims to update the Statistical Business Register (SBR), a register of businesses in the country containing basic information about the establishments. The SBR also serves as the source of the sampling frame for the census and surveys of establishments and enterprises. Data from the List of Establishments (LE) are used by the government in the formulation of policy recommendations and in monitoring and implementation of industry development programs in the country as well as by the private sector. The nationwide 2023 ULE will involve door-to-door canvassing of establishment covering all barangays nationwide to update the status of operation and characteristics of those establishments in the List of Establishments (LE) as of 31 March 2023; and to capture and determine the characteristics of “new” establishments or those not yet in the LE for inclusion in the register. Additionally, the conduct of the 2023 ULE will include, as a rider in operation, the distribution and collection of the 2022 CAF questionnaires for non-household units. An establishment is defined as an economic unit that engages under a single ownership or control, i. e. under a single legal entity; in one or predominantly one kind of economic activity at a single fixed physical location. In this round of 2023 Updating of the List of Establishments, the total target workload was 84,444 in Quezon City and City of Marikina. The identified establishments and 2022 CAF non-household units in the masterlist and the newly captured units will be interviewed thru the Computer-Assisted Personal Interview (CAPI) using a tablet-based ULE Application (ULEApp). If personal interview is not possible, the establishment may also opt to accomplish the self-administered Online Questionnaire thru an online link or the Fillable PDF Forms which can be submitted thru email. Other personal interview options include interview using the printed ULE Inquiry Form or interview thru telephone. The PSA ensures strict confidentiality of information gathered across all censuses and surveys conducted by the agency, and shall not be used for purposes of taxation, investigation, or regulation as provided for under Section 26 of Republic Act 10625, also known as the Philippine Statistical Act of 2013, and pursuant to Republic Act 10173 or the Data Privacy Act of 2012. In addition, the PSA will only release data in the form of summaries and statistical tables. The updating period will start from 02 May 2023 to 31 July 2023.
