QUEZON CITY, PHILIPPINES - Pursuant to RA 11315, or the "Community-Based Monitoring System (CBMS) Act" signed into law on 17 April 2019, PSA has been mandated to lead the Community-Based Monitoring System (CBMS) implementation throughout the country. Since last year, The Philippine Statistics Authority Provincial Statistical Office II (covering Quezon City and City of Marikina) has been in active coordination with the local government unit of Quezon City for the implementation of the LGU-funded CBMS rollout in March 2023.

The Community-Based Monitoring System (CBMS) is an organized technology-based system of collecting, processing, and validating necessary disaggregated data that may be used for planning, program implementation, and impact monitoring at the local level while empowering communities to participate in the process.

As stated in the CBMS Implementing Rules and Regulations (IRR), the following are the objectives of the CBMS: to adopt a community-based monitoring system that generates updated and disaggregated data necessary in targeting beneficiaries; to conduct more comprehensive poverty analysis and needs prioritization; to design appropriate policies and interventions; to provide mechanisms for impact monitoring over time; to provide information that will enable a system of public spending that warrants government allocation on areas and populace that are most wanting; to establish a data collection, data sharing, and information management system that shall respect the fundamental human right to privacy, ensure data quality, and uphold data protection principles of legitimate purpose, transparency, and proportionality; to establish the CBMS database at the national and city/municipal level; and to generate relevant statistics at higher levels that will complement and supplement the local level data.

The CBMS involves a census of households using data from accelerated poverty profiling systems as part of its statistical work. The compilation of localized facts, figures, and maps on the various aspects of poverty, including health, nutrition, water, sanitation, housing, education, income, employment, security, and participation, will be based on data obtained from the CBMS.

Participation in CBMS is voluntary and subject to the Data Privacy Act of 2012. All parties involved are committed to uphold the data safety of our participants while delivering relevant and reliable statistics produced by the CBMS project.

The Philippine Statistics Authority, in collaboration with the Quezon City Local Government Unit, encourages everyone to be a part of the success of the 2023 Community Based Monitoring System rollout.
